WHAT HAPPENS IF YOU DISAGREE WITH THE BAND YOU WERE ASSIGNED

You applied through the HEF portal at hef.co.ke.

The assessment came back.

You have been placed in Band 4.

But your family situation is genuinely closer to Band 2.

What do you do?

This has been one of the most common complaints about the new funding model since it launched in 2023.

Many students felt their band did not reflect their real financial situation.

The government acknowledged these concerns and put an appeals process in place.

Here is what you need to know.

WHY BAND MISMATCHES HAPPEN

The Means Testing Instrument relies heavily on data from government databases:

• KRA records  
• KNBS poverty indices  
• National Registration data  

Sometimes that data does not accurately reflect a family's real situation.

Examples:

• A parent who lost their job recently but still has formal employment records.  
• A family that owns land but earns very little from it.  
• A household with many dependants that the system did not fully account for.  

The MTI is not perfect.

The government has acknowledged this and is continuously revising the formula.

THE APPEALS PROCESS

If you believe your band is wrong, you have the right to appeal.

Here is how:

1️⃣ Log into the HEF portal at hef.co.ke.

2️⃣ Navigate to the appeals or review section.

3️⃣ Submit a formal appeal explaining why you believe your band assessment is incorrect.

4️⃣ Attach supporting documents.

This is critical.

Your appeal must be backed by evidence.

WHAT DOCUMENTS SUPPORT AN APPEAL?

You may provide:

• Parents' payslips or income statements showing actual earnings.  
• A letter from a chief or village elder confirming your household's economic situation.  
• Medical records if a family member's illness affects household income.  
• Death certificate of a parent if you are an orphan or semi-orphan.  
• Any official document that proves your household situation is different from what the initial assessment suggested.  

WHAT HAPPENS AFTER YOU APPEAL?

Your appeal is reviewed by the HEF assessment team.

They look at the additional information you provided alongside their existing data.

If they agree your situation was misjudged:

✅ Your band is revised.  
✅ Your HELB and scholarship allocation is updated.  

Appeals take time.

Submit yours as early as possible so any revision is processed before the academic year begins.

THE BIGGER PICTURE

HELB announced in August 2025 that it is moving away from the rigid band system entirely for the 2025 KCSE cohort.

Funding will be more individually assessed going forward.

This should reduce mismatches.

However, the appeals process remains available for any student who feels their assessment is unfair.

Do not accept a wrong band silently.

You have the right to question it and the process to challenge it.
